How to prevent a file from over-written by another file of the same filename during submitting for uploading?

That depends on what you are using for uploading. Most ftp programs have this as a setting in the options for the ftp program. Along with the option to have it alert you and let you choose to overwrite or not to overwrite.

i'm using XOOPS for uploading the file into the forums (web pages) which i have created for my web site.

i was looking through the the administrator site and checking the modules settings: document managenment. but couldnt find a option to do that.

under the document managenment module, under preferences tab, it has this option: Enter File Limitations which is set to "None|Trial|14 day limitation|None Save". but according to the documentations available online it does not provide any details of this option. i was thinkin if this option can be set to prevent the file from overwritten.

u have any idea how to do that in xoops?

which module are you referring to exactly?

the line above makes me think you are either using mydownloads, wf-downloads or pd-downloads.

if you are using wf-downloads 3.1 then you can't overwrite existing files as wf-d gives the file a unique filename on submission.

i'm referring to the document management module which can be found in the administrator web page.
