if WYSIWYG is integrated into block creation, would it still be possible to toggle between being able to use the WYSIWYG, DHTML, PHP or HTML as preferences within each block as it is now with the content type selector there is? I think the content type selector is as important as the wysiwyg.

How about two-level/multilevel administration. The idea is to have site admin - person responsible for entire site and content admin/admins - users responsible for site content.

The content admin part shuld be more user friendly. It could be (maybe) a module with plugins like site map ...

On a side note, there was a project "Admin Aare Revisited" - new admin area for 2.0
..
