You will need to gove more information to save us from guessing - what have your tired? What happens when you try to make one? what does php debug say? Did you remember to set permissions for the the custom block??? We can't guess your individual circumstances so please give us more detail.

ok

fresh install of XOOPS 2.0.15,
Linux Apache 2.0.xx (stable)
PHP 5.1.x

php debug is not showing anything, no messages, I just put text into the form of "blocks" area and after I submit - page refreshes but the custom block doesn't appear.

Everything works on the same server with different XOOPS sites, but they are all made on 2.2 xoops

I even tried to upgrade XOOPS to 2.2 wiht upgrade from *13-2.2 but htat screws all the install, it seems that it is safe to upgrade just *13 version.

Go into administration/system/groups and you will have to set access to the new custom block so that it will display for the groups you want to see it.

it is not appearing in administration menu - I'm logged in as webmaster! After "Submit" it simply refreshes page as nothing happened.

I have similar problem. After upgrading from 2.0.7 to 2.0.15, all content of my custom blocks disappeared. I have only title bars of the blocks without content. I can edit and preview the blocks in system admin. I tried adding new custom block - it was added to database (newblocks table), but is not displayed at all, neither title nor content.

Module blocks work correctly.

Hi

Did you try to empty the templates_c folder or update your system mod?

Sometimes that do the trick
