I was messing around with the menu blocks on my site and I appear to have somehow made my logon block invisible.
http://mysite/user.php gives me a blank page and
http://mysite/admin.php gives me a "sorry you don't have permissions" and sends me back to the home page.

It seems like I will need to delve into the database to make it visible again....any ideas where to look?

No need to mess with your database! You don't need the login block, you can login through:

http://www.yoursite.com/user.php

And make the login block visible through the control panel for later use if you want.

If it giveshttp://yoursite.com/user.php gives you a blank page - usually it's because you're already logged in as a user. (i don't have login blocks on some of my pages and it happens to me all the time). if you scroll through your address bar you should be able to find the URL (with user.php) that you use to log out, assuming you've logged out before. Then go tohttp://yoursite.com/user.php and log in as admin.
