I'm not sure if its already a known issue or anything, but I found this as possibly a bug when I was using v.2.0.14-RC1:

top page does not exist, in a sense, as any blocks I had set to be viewed on only the top page did not display at all, however if I displayed them on all pages, they viewed just fine.
I also found that the bottom blocks (bottom center left/right/center) have issues when you edit group block access rights. For example:
I had 4 blocks in 4 corners (left/right center and bottom left/right center). The bottom blocks do not appear in the group block access rights menu, and, one time when I edited a group that could view one of the bottom blocks, they lost the ability to view them, thereby removing them from the block menu for that group and orphaning that block.

As for the top page issue, I am using 2.0.14-RC1 and do not have any problems with blocks showing up on Top Page only.
