can i upgrade from 2.2.3final at 2.0.14-RC1 ?

No. 2.0.14 is an upgrade for the 2.0x branch of XOOPS. 2.2.3/4 will be merged back into one release at the 2.3/2.4 development stage. It will be a while but not too long. To keep up with developments see the following link:

You will need to download and install the 2.2.4 update.
