i read the instruction on banning user but not sure which one is correct.

192.10.1.2 |, 168.10.4.6

or

192.10.1.2 | 168.10.4.6

one is with the comma and one is without the comma.

which one is correct?

and how do i end the ban list ?

No comma. You can just end it with the last octet.
