This means that you are not on the top page which is index.php, you are using a module page for your startpage so you need to set the blocks to the module in question. You cannot, yet, select individual pages within the module, only module wide for the block.
Now for some reason - I am no guru here...your setting of the forum as the start page, even though you have set it so anonymous users can read the forums the module is sending us to login first. So something in the set up of that module is interfering. I can click on your name and get your profile and see there are lots of forum posts on your name but as soon as I click on one I am sent to the lost password page again so I don't have access.
If this clue doesn't help here is what I suggest:
Install another module - news - and set it as your start and see what happens. You will then know if the forum module is the problem or if it is something else. A news module is a really nice way to start a site, welcoming people, inviting people to join and making announcements of achievments.
If you want to persist with the forum as the start page :
Start a new specific thread:
Problem with 'Name of specific Forum Module' (which module is it?)and anonymous user access.
put it in the module trouble shooting forum
Include your versions - the lot! (check the read b4u post thread) and ecplain how you have set the module as your start page, and have given permissions for anon to see the forums. Hopefully someone will come forward to assist you.
