Screen goes blank and says at top:

Blocks Administration »» Add a new block

Thats all the info there is. I tried to add a custom block and the screen goes blank and says at top:

Blocks Administration »» Add a new block with a hyperlink on the blocks administration going back to admin < below >

Do you have the php debug error message set to on in Preferences-->System-->General Settings?

Well ...... turn it on, do whatever creates the blank page, and post the error.
