A full description of the issue:

after downloading the xoops-226-chinese.zip

I copy the uncompressed files to /var/www/html/xoops
then finished then all installation steps.
I input thehttp://localhost/xoops,while some error messages (I did not copy down)pop out after I press enter. I try to reinstall the software by deleting the files under the XOOPS and copy unziped files into the directory again.
this time , when I input thehttp://localhost/xoops the following message come out:

I also try the to download other version of xoops. also come out the same error message

did you start the server?

Look here other than that, I'd say that possibly your IP is banned in system > general settings OR Enable IP bans is set to yes.

btw, does anyone know how to remove the XOOPS from redhat?
I just deleted the whold directory. maybe the error is incurred by the wrong removing action
