Could someone please help me with this?

What does this mean? What does it do? Why might I want to change it? How exactly do I change it?

It means there was a slight change in the language file, that made sure the time displayed uses the proper timezone settings. If you're using the default (english) language, updating that file with the version from the 2.2.4 package will be enough. Since this fix is only included in the english language files, the note was added for the benefot of those who do not use that file, but a translated version.
