is that a file on xoops? or on my server? if so where do i find it?

It's a php file that only shows on your server if you have full hosting, if you have shared hosting you can't see it.

Not 100% sure if correct but that is what I was told!

I'm not sure how all shared hosting companies do it, but at least some (mine for example) do allow you to see the php.ini file. It is at the root level of the server (/public-html/). I can't edit this file as it acts globally, but if I want to make changes to it, I can put a copy in every folder that holds one or more php files and edit those (quite a task on a large XOOPS site).
