Can't login or admin xoops at all

I have just installed a fresh download of XOOPS onto my system as follows:
Xoops 2.0.13.1
Apache 2.0.54
PHP 5.0.5
MySql 4.1.14
OS Winxp

When I goto my site http://localhost/rtt
I can see the XOOPS logo, the title bit at the very top of the screen and the headings for the LOGIN and MAIN MENU down the left hand side, the rest of the page is blank apart from the footer. The main problem is that there arn't any options below the heading LOGIN or MAIN MENU to click on. So I cannot login at all.

If I go directly to the user.php page the page displays is EXACTLY the same as described above. Nothing to enter my login details into.

If I goto admin.php directly all I get is a blank page.

Any help greatly appreciated.

How about your cache & template_c folders? are they chmod 777 (writeable)

Hmm, I had something similar once when I clicked refresh in one of the install windows while installing.

If it's just a fresh install delete the database files, remove files and do a fresh install again. Make sure you give proper permissions for folders and files. Also you can enable debug in phpmyadmin to see if there are any errors. Enable debug to see if there are any PHP errors FAQ

The only users under security are...
Administrator (network)
Administrator (system)
SYSTEM

Both have FULL access writes (read/write/execute...) to every folder.

I have turned on debug mode (via MySql) and the home page returns the following error.

Warning [Xoops]: Smarty error: unable to read resource: "db:system_block_login.html" in file C:\www\xampp\htdocs\html\class\smarty\Smarty.class.php line 1084

This path looks correct to me.

I have just logged onto the site from another PC on the network and it didn't display any graphics at all!

Please help.

On a windows enviroment, make sure the directories cache, template_c and images are not read-only

I thought I'd made those directories non-readonly, but looking at them now they have a green dot next to the readonly attribute, not a tick (as I would of expected) or a blank.

I keep clearing the checkbox, but the green dot keeps reapearing. I have tried making them all readonly, but none of the directories will keep the settings I am selecting.

I am logged in as Administrator and have full access rights to do everything.

Any ideas?

Also, just to let you know. I have completely uninstalled it from my system (inluding Apache & MySql) and re-installed into a different location.

The XOOPS installation routine runs perfectly without errors, but the actual site is mostly blank.

I can change the themes (via MySql) and those seem to display okay, obviously the framework of the page, none of the menus display.
