Are you using custom templates? You would need to regenerate some System templates. same question, same answer here

I don't use custom templates. Only the original ones comming with xoops. I'm not shure but I suppose it'a from the sql query or somthing in the notifications mechanism itself.

I was getting the same error and it was due to a missing mail_template in my language directory..
