Can you please tell me what are the appropriate directories permisssions..that XOOPS must have to run properly

Write permisions for httpd process on
- template_c
- cache
- uploads

Other dirs depends from module's needs

u mean 755? am i correct?

No it common... correct number depends from real ownership of these dirs, which can be different on different hosts - maybe you work under same account as httpd process, or you aren't in the same group with httpd daemon.
775 is good only if - you (site owner) for FTP-SSH use separate account and your user and httpd-process owner joined in common group

The general rule of thumb is 644 on all files except mainfile.php which should be 444 and 755 for all folders except templates_c, cache, and uploads, which should be 777.

What LB is referring to is that you may be able to tighten up these settings depending on your web host's configuration.
