I'm not able to answer your points in detail, but if you look at
this link you should find a good starting point for getting the info for yourself.
The official XOOPS documentation seems to be down at the moment - there are however a lot of XOOPS help / tutorial links on the web - try Google.
And XOOPS works with IIS - try a search on this site to find out more - there is an IIS "How to for Webmasters" site out there which uses Xoops.
