Missing Blocks

Even after updating every module including the system module I can't get some blocks to appear, like the Top Members and New Members. Who's Online appears, as well as the shoutbox and the default user and main menu's.

Group access is fine and the Block settings say they should be displaying...

Anyone shed any light?

Does the php- or mysql/block-debug give you any error messages?

Nope, nothing to indicate that anything is wrong.

But I know there is.
