How does theme.html work? in xoops 2

I add something to theme.html but I don't see it on my site..it acts as if it was previously compiled and I don't know how to get a fresh recompile. not sure how those non-html tags are procesed?

Help?

go to system admin -> preferences -> general settings, and set
Update module template .html files from themes/your theme/templates directory? to Yes.

It is compiled to PHP code. In order to update the theme, you will have to enable the "Update module templates from themes/yourtheme/ folder" in the System Module's General Settings.

When you are done with the changes, turn this setting off again.
