You have to check (I think) permissions for cache folder and admin.php file inside.
Can't see which are good for you without knowlegdes about site-specific settings, but - directory and file must be writeable for apache process

Then why would every other module work fine?

They write nothing (if cache disabled) in cache folder, only in template_c

only cache/adminmenu.php

[~/cache]# ls -l a*
-rw-r--r--    1 apache   apache     122469 May 10 13:29 adminmenu.php

And for dir
[~]# drwxrwxr-x    2 webeditor apache       1560 May 12 11:08 cache

This actually works, but of course its only a temp solution. So weird. Any ideas?

Wow, was I sure disappointed when i found out what your permissioning system is like. Talk about simple and barely even useful. That stinks.
