I am running a site on surpass hosting XOOPS is preinstalled so i installed to have a look but all i get is a blank page when i got to the url any ideas.

See this Faq Page on blank pages, and see if you can get more information using these methods to find the problem.

hardly a new install problem. but u could use the search function in top right and search for blank page. or there's an FAQ section with a whole section on blank pages and troubleshooting.
