I've seen some references to 'News 1.3' version, but have not been able to find it on this site.

One, what's the best way to find the lastest version of a module?

And two, where is the best site(s) to find modules in general? I would believe this would be the best place, but are there other sites?

IMO the module repository here is the best place to find modules. Please note that this is community maintained and the expectation is for module developers to add / update their entries when applicable.
