ok - here is what i need - some way of designing in front page 2003 - without actually having to do any coding.

possible or no?

More "no", than "yes". Some tasks can be done, but clearing FrontPage scrap and addind needed Smarty and CSS-styles is next stage (hand-made job). Dreamveawer can help better (sure), but easieast way - grok idea, write skeleton, try it and edit theme on live XOOPS-site (I wrote 3 theme by this path already... 2.5, in 1 broke CSS today at night slightly)
