Anonymous Users blocks prob

I cant make a block apear when an anonymous user enters my xoops. I tried groups, blocks admin, but i cant. any idea?

are you sure you have given the Anonymous group module AND block access to the blocks you want to show, AND have you set them to visible in the blocks admin?

I deleted the anonymous group. dont ask me why, I had a lot of nerves. Now what can I do?
