As already stated there is no karma module, ie a plugin to add to other modules. Actually it's not such an odd question as karma functions are available in other systems as a plugin/ module.
Now, to help a little... the forum module, this one we use here has a karma function, although not used in this particular site. If you download and install the newbb2 RC3 you will see the option in admin. It also has a votes system. This is viewable, by hovering over the thread options bar.
