Easiest way: use your browser to save the webpage you want to port as HTML, and then use that as a base for your theme.html.

I grabbed a few XOOPS themes that were similiarly laid out and am using them as a base from which to leap.

The nice thing about this approach (for me at least) is that I'm able to rethink what worked and what I'd like to see improved. Thus it's got the feel of the old while taking advantage of Smarty and the CSS/XHTML that I've learned over the last several months.
