I installed XOOPS succesfully, and now I have a blank index.php. admin.php says:

that error implies that the /themes/default/theme.html is unable to be read by the template engine. Ensure that this file exists and is readable by the web server. If this is already the case try re-uploading that file from the installation package.

This has been discussed but no one knows why the default theme does not work.
