Here was my bandage for this. I have had a test ver of my website running for a while now with a few volunteers helping to test it
After geting a domain setup I find out they are using an older ver of MySQL than I was. I decide why not do a clean install and move the tables of data over like user registration, profiles from the test site. It seems to go well. I'm just about to start advertising it and find out one can not register. I tried everything I read here and went through the data bases side by side in phpMyadmin. I couldnt really find anything.
So I went to the user-> group -> anonymous and gave that group full rights to everything. Then turned them off a few at a time until it broke again. To refix it took turrning every last rights back on then turning them back off.

What was breaking it for me was turning off access to a custom page which is listed a my start page. Silly me I should not be messing with this stuff when home sick.
It might be something to look for.

So your advice is to give anonymous users access tou all block on the main page and it will osve the problem?

my English not very well sorry about this. Now login the site and go to administration page, systemadmin-> preferences-> users information preferences. now this question = Enter emails that should not be used in user profile, you del "$" sing.

i want to know if it is work, pls write here.

Thats what worked for me. you might want to turn off the site while doing this if you have a lot of traffic. I gave anonymous users full block, module Admin and Module access rights and system admin rights before the anonymous users could see the registration form. After that turn the extra rights off.

The problem remains... that's an huge problem for my portal, can please anyone with some experience or from the admin tell me exactly what to do? :|

What you mean by "can't register":

The register form does not show?
It loops?
It crashes?
The user does not recieve email?
..

No, just in the end of registration process when we click finish it the place that uses to says confirmation e-mail was send it says cannot register user..anyidea?

You also say that it is from time to time, so it shuld not be a problem with mail settings in Xoops, but you may check and test them just in case.
Did you check the logs from mail server?
..

How do i check the logs of mail server? everything in e-mail seems to be ok...i'm loosing many users per day because of this unfortnely..sorry all this trouble im causing on you but please help me solving this problem.

I went to cpanel and the error log and i got a lot of this:
