Need help. I can't edit meta tags even via admin configuration - any russian text is transformed to ????.

Xoops version is 2.0.16.
And I didn't catch your idea about language files. There are this lines in /language/russian/global.php:
define('_CHARSET', 'windows-1251');
define('_LANGCODE', 'ru');
File itself has koi-8r encoding.

I have some problems with moving my site to new hosting.
I've copied files and base to new place and updated config files. Site is up and working, but data from db on pages is shown as ???????.
Both old and new bases have cp1251_general_ci encoding, what the problem?
Will appreciate any help :)

P.S. My site is - www.o2promo.ru
