You need a high end processor for that for your requirements. Core 2 Duo Quad Core processor will be a great server to host your website IMO.

The rewrite commands must be written and stored in .htaccess files within your website. The account must be enabled first to allow the use of .htaccess files, which can be requested at any time and there are no extra charges for this IMO.
