Problem with PHP Debug Message

Hi i test XOOPS which l really like , but i receive a lot of messages because i put the php debug setting on. I really like seeing what happen under the hood. I can trace the problem from the message but not sure if i have to make it as a bug report or just fix it or whatever....

the message i receive is

Notice [PHP]: Use of undefined constant XOOPS_SYSTEM_COMMENT - assumed 'XOOPS_SYSTEM_COMMENT' in file include/comment_post.php line 192

I trace that this message problem come from that under that file they didn't have include the file constants.php that is under the module system.

Is it a problem? everything seem to work well under the system since my comment is still posted.

What to do with that information and where to go to help resolve the problem if it is a problem.

I had the same problem but i resolve it with changing the permission of the file. I'm on OS X and i simply apply read only for everybody on the folder and apply to all enclosed items. Surely using chmod will do the same thing under every Unix platform.
