Admin Access Denied on Restored 2.0.15

I upgraded from 2.0.15 to 2.0.16 and experienced the white page issue. Prior to the upgrade attempt I backed up my site. I restored the site from backup and did an md5 checksum to confirm all of the files were valid. Those files not valid I restored from an original 2.0.15 install and reinstalled the backed up mainfile.php. Now when I log into the site as the admin, it recognizes the Webmaster login, but I cannot access the admin area. When going to the admin section I get 'This is your first time to enter the administration section. Press the button below to proceed.' Then pressing the continue button brings me to a 'you don't have permission to access this area' page.

I followed the FAQ I found mentioned in the forum;https://xoops.org/modules/smartfaq/faq.php?faqid=248

Therein the mainfile.php database info is correct, I've cleared all cookies from the browser and emptied cache, no firewall issues, then emptied xoops_session in phpMyAdmin which did not appear to be in use. No change to access.

I am still unable to get past the '1st time/no permissions' loop. All other functionallity appears to be working. See the website at www.ifckc.org

I have been monitoring the threads regarding making newbb 3.0.6 work with XOOPS 2.0.15 and have followed the directions provided herein to place the module, Frameworks, and xoopseditor within the XOOPS/htdocs folder as listed previously. I am unable to get the module installed, nor does it appear within the ADMIN/Modules section of the site for installation. I have uploaded the files in whole and folder by folder without succcess.

MySQL 3.28.54
Perl 5.6.1, PHP 4.3.1
PHP Modules Installed: apxs, jpeg, png, gd, gettext, bz2, zlib, imap, mysql, pgsql, zip. Also, PHP is configured with --disable-debug, --enable-versioning, --enable-sockets, --enable-track-vars, --enable-trans-sid, --enable-ftp

Is there an MD5 check like that which comes with 2.0.15?

Any suggestions and /or solutions to resolve this issue?
