Block weight question

Hello,
Is there a way to adjust custom block weights so they appear below the main area of a page?

My specific example can be seen here...
http://www.unchainedbrain.com/modules/xoopspoll/

I would like the "Support our Sponsors" custom block to appear under the poll.

In administration, I have the "Support our Sponsors" custom block set to appear on all pages and it's weight is set at 98 to try to force it to the bottom of the page. This is not working.

Any suggestions?

Hi. I might be missing something simple, but please help on one small problem I am having.

If I create a custom block uunder "Anonymous Users" it does not appear there once the database has been updated. My custom module always appears in the "Registered Users" list.

How do I add custom blocks in the anonymous list? Thanks
