Have you checked your privaleges it sound like only admin has permission to access your blocks. In admin go to Users/Groups hit the modify Anonymous Users link and check everything is as it should be

Hi,
Create a file in your favorate text editor called info.php (or something of your choice) and put
<? echo phpinfo(); ?> into it upload it to your server and call it from your browser ie "yourdomain.com/info.php"
and as the name says you will get a page full of your php info.
