no error. i mean when i click the avatar i just show the list option i dont see the upload button or link for me to upload my avatar.. even i allow to upload custom avatar

even i can't upload avatar in 2.0.13.1 version.. even i set the options to allow users to upload custom avatar i dont see the upload link

I try to set the preference to allow own custom avatar upload.. but the problem is that even that options is set to be allowed still i cant see the upload link in avatar section i dont know whats the problem.. i try to chmod the directory upload to 777 but same problem anyone can help me?
