Can't upload avatar in version 2.0.13.1

I try to set the preference to allow own custom avatar upload.. but the problem is that even that options is set to be allowed still i cant see the upload link in avatar section i dont know whats the problem.. i try to chmod the directory upload to 777 but same problem anyone can help me?

no error. i mean when i click the avatar i just show the list option i dont see the upload button or link for me to upload my avatar.. even i allow to upload custom avatar

in the admin-section there´s an option, how many posts one user has to make, before he´s allowed to upload a custom-avatar. i deem that you didn´t set this option right, and therefor haven´t got enough posts to upload. could that be?
check admin-section - preferences - user setup. hope i translated it right, as i use the german version).

make my day, send me the data...
