Might be better to create a database and add a user to it before you attempt to install. On some systems permissions will not allow database creation with the installer.

I think newbb 1 is kind of old, and hasn't been supported by bug or security fixes in quite some time. The latest newbb is CBB 3.08, but if it is too heavy for you maybe try some newbb 1 clones still in development. I think newbbex is one. You can find information on it here:

The latest update for the 2.2 branch is 2.2.6. 2.3 should be final shortly, witch is an upgrad to merge the 2.0 and 2.2 branches again. You cannot directly go to 2.0.18 from 2.2.3.

Sounds like an ugly auto install by the host. XOOPS should be only in one folder. I would suggest removing it and installing 2.0.18.2 manually. Once you get XOOPS installed properly then can focus on the theme problem.
