it seems you have a chmod issue (subdir of /xoops_data)

check in yogurt/sql if such a table is not created by the module

check with checksum script if you uploaded all files from the package.

i've no problem here on the several instances of XOOPS i run (fresh install or upgrade from 2.0x)
what's your php/mysql environment?
are you sure to have uploaded all 2.3.1 XOOPS files to your server
are your chmod ok?
