Ok, I'll give you my feeling about how the XOOPS project works.

2 aspects :

1) people develop application and share their work with other so that they can gather competences to enhance their production. Non developpper may contribute by testing, reporting bugs and eventually, suggest features. That's the community work.

2) people get inspirations from others work. Someone works on a specific code to enhance XOOPS referencement, for instance (metagen, url rewriting) and find a efficient solutions. Others get that new technic and apply it to their own production. That's the open-source work.

That's in my opinion, how XOOPS development, in the reality, works. I honestly don't remember any topic saying : "you, guys, should do this and that to improve Xoops" lead to anywhere concret.

Just my opinion...
