I don't know what setup you have, but generally you should just change the settings i mainfile.php

This is what I would think You need to change:
XOOPS_ROOT_PATH
XOOPS_PATH
XOOPS_VAR_PATH
XOOPS_HOST
XOOPS_DB_USER
XOOPS_DB_PASS
XOOPS_DB_NAME

If You hosting-company allow You to create sub-domains, the try to install a new XOOPS on a subsite. Then compare the two mainfiles.php
You should then be able to see what you have to change

What version of XOOPS are you running?

First of all - Welcome to XOOPS

The messages about "this is You first logon.." is removed. I think it was in 2.3.2.

To add content, You have to upload some modules. It's like Windows - You have to install the programs after installing the OS.

You can go into the systemadmin and select Blocks and add a custom block - that would make some content.

What do You want to use You site for? News, Forum, Pictures ?

Then it's not so hard.
Will You wait to 2.3.3 is released? There is may bug fix in that release.
The 2.3.3RC is very close

Which language is the site in?

don't know anyone You can call.
What is the problem?

From what version?
Which module do You have installed?

Can also be an error in the language files of the module.

Then try uploading the module (that don't shows in admin) again with only english language files.

If no error, upload the language files one by one to the error ocours again - then You know witch language file is containing errors.
