You need to clone the default template set, which is non-editable, and then make your clone the active template set in general preferences. After that, you'll be able to edit templates in your cloned set.

You're correct in pointing out there's no way to manage the welcome message other than editing the language files.

I've been resisting the urge to include it because that will mean adding another table to the database, but opinions such as yours tend to make me think otherwise. I'll think about including this soon.

There's no easy way to do exactly this, as the logic behind the module is to put the latest first. This is for simplicity's sake: you write new articles and they're put first. Easy as pie. In a future version I might add the possibility of defining the weight, once I find a nice way of doing it.
