Yup, XOOPS is suitable for your needs.

But you have to host your site on paid server (it's cheap, no probz), and to buy a domain for it. I dunno in wich country you are, but here in Serbia it's cheap.

When you looking for hosting, buy one with MySQL (database) and PHP5+. That's it. :)

Same here. UTF-8 encoding is on the whole site. But, main RSS feed is OK. Only RSS 'by categories' is broken.

I have the same problem on my site. Some chars such as ćđč etc are displaying as č, ž etc...

I like the idea! :) Very useful for "big" sites, or if you're working on great number of sites, to make 'todo' lists for any of them. Congrats!

Try to enable "check for template modifications" in admin/system/prefs.

Maybe for an admin side. For user side, it's dangerous to allow TinyMCE for eg. comments or forum.
