They are probably part of the theme.
Which theme are you using?
Edit theme.html or one of its included files eg globalnav.html to adapt the links to your needs.

I think it is best to not save anything, until both steps were completed.
And Yes the checks in Profile are not advanced enough.
Also the required fields are only verified by the users side with Javascript and not on the server with PHP.

I think you better leave visible on, but set it invisble with the block's class or id (available in some themes) through CSS. The menu will then toggle this CSS property for having it visualised by a little JavaScript.

(Easiest way for having different pages is to install a module as eg News or Content.)

It is a typical bot registration sequence. The IP's seems random, but are mostly hacked PC's and servers, which are part of a botnet.
And yes, reCaptcha is not as strong as it was before.
Or in other words, it has become easier to crack them in an automated way by OCR.
Sometimes making additional registration pages may help also.
Try the Sexy Captcha or make a variation in the original XOOPS captcha configuration.
If you are not expecting Russian subscribers, ban the email .ru domain in the preferences.

What is WBB?

AFAIK there is no convertor for WBB to XOOPS.
Most people try a convert of their database tables to XOOPS.
There are also scripts to import users from a csv file.
(do a search for convert, CSV, IPB, PHPBB or SMF)

You need also the permissions imgcat_read and imgcat_write in the group permissions.
Because they are belonging to the system module (modid=1), they can be copied simply (without the key gpermid).
Watch that for the image tables the keys (imgcat_id, image_id) are copied / preserved!
If you have images saved in the db, you need also xoops_imagebody, else copy all the img*.* files from /uploads.
