When user(currently disabled) or admin trys to upload an avatar to the site, he/she gets this f#$% error - Could not get uploaded file 0

I have a lot of free time, and wanna start translation of XOOPS 2.0.7.3 and some modules to Bulgarian, but when I search thry the files, I cant found the line CHARSET=ISO(something), I need to set it globaly to Windows-1251, but dont know how. Can someone guide me ?
