How to set default charset ?

I have a lot of free time, and wanna start translation of XOOPS 2.0.7.3 and some modules to Bulgarian, but when I search thry the files, I cant found the line CHARSET=ISO(something), I need to set it globaly to Windows-1251, but dont know how. Can someone guide me ?

In "language/YOURLANGUAGE" in global.php at the bottom there is
"//%%%%% LANGUAGE SPECIFIC SETTINGS %%%%%"
section.

Also in every module, there is language folder too that should be translated.
