I just gave it a try and it opens in a new window by changing these 2 spots to: modules/system/admin/banners/banners.php
// Banners List
echo "<a name='blank'></a>";
(and)
// Finished Banners List
echo "<a name='blank'></a>";
Refresh, system module.....
