1st problem: go to news preferences in the admin, and set the notification style to none or block only. Now it's set to both block and inline.

2nd problem: go to blocks admin, partner block and click edit to change the number of partners displayed, and how they are displayed

Looks like it is missing some files. Make sure you've uploaded ALL the files in the package (in this case make sure the install dir files are all there).

It may not be your theme that's making your page load slow, more often it is that a page loads external content. But a simple and fast theme is Nautis's, which is clean, nice and very light

XOOPS is a modular CMS, the type and use of content is managed by modules. For articles, there are several modules available, from the simple news module to the advanced wf-sections module. You can download them, upload them to your server, and install them from the system admin -> modules pages.

Your rightblocks loop is inside an if statement. But if you look closer to that statement you'll see it's set at <{if $xoops_showcblock == 1}>, showcblock, ie. show the centerblock. Change that to showrblock, and perhaps that'll do the trick.

All forum posts are stored in the database. You can create a backup of your database (and the forum tables) by making a dump file in the mySQL administration tool your provider gives you. If you haven't got any, I'd try phpMyAdin, which is a very good tool for managing your db.

Looks like a typo in the notification select template. See the ; in the beginning of that line? remove that from the notification selection template...
