Thanks for all the replys (or is it replies) 
Didn't realize there was so many options. Have you guys had any server load issues with XOOPS on a shared server? Just hate like heck to put up a live site and get that email from my host that the account is suspended. Would a semi-dedicated be another option? I only plan on the one site at this time.

Have you looked at it in FireFox? The blocks are all messed up. From about the Message Board down they (the blocks)are showing down below the left menu at full screen width. I'll post a screen shot if you want.Here you go.

I played around with it for a short time. The problem with the overall width is if you shrink it down to 760px, the top menu has to edited. There's the buttons on the right top that are something like 103px width each, so you have to shrink the logo down to 174px (if I remember right?)

I'll take a look at in my spare time. But I'm using 2.0.13.1 and not 2.2.3 - Does that really make a difference?
