what XOOPS version are you using ? 2.018 is the latest stable version
..you need to give permission to users/anonymous user in the group section in admin panel or please check the module preferences

From what i read in the documentation,
cache, uploads, and the template_c folders should remain chmod 777, as they need to be written to by XOOPS for site operation. correct me if i'm wrong...
i just come to know my hoster will no longer allow chmod 777
