From what i read in the documentation,

cache, uploads, and the template_c folders should remain chmod 777, as they need to be written to by XOOPS for site operation. correct me if i'm wrong...

i just come to know my hoster will no longer allow chmod 777

You can try to do it the same way as in the example in this link.

You host must be running php as a cgi module like suphp.

You should be able to set all those folders to the same 755
and 644 on the mainfile.

If you cannot your host will do it for you. XOOPS runs fine with those permissions under cgi.
