It's ok to have the openbase_dir restriction enabled, as long as the temporary folder where files are temporarily uploaded is accessible (defaults to /tmp).

Maybe your serevr has openbase_dir restriction enabled.
Turn on the PHP debug and see if any error messages are displayed.

Have you looked into the database if the data for those categories are still there?

Ask the server administrator of your server to add /tmp to one of the allowed dierctories for open_basedir.

Sorry I forgot to tell you that you also need to modify the '/path/to/xoops/directory/' in login.php to your settings.

put extras/login.php under your SSL enabled directory, and the Url should be the path to that page.

Each module has its own language files also, for example in the News module: /modules/news/language/english/xxx.php

Both of them are known problems and will be fixed with the next patch.
